Right-click "My computer", click "Properties", click "Device Manager", expand "Network Adapters", double click the 4060 modem. If the device status is "This device is not responding to its device driver" and you have tried reinstall it, then it's a problem with your USB ports drivers. The PC is loading up the USB controllers too late in the load order after it trys to load up the USB device(scanner, webcam, 4060). You can call your OEM to fix the load order if they know how to do it, because this will sometimes affect your other USB devices. There are 2 options if your OEM cannot fix your PC:

1) Place the 4060 modem on a seperate power strip/surge protector, leave the power strip with the 4060 off until the PC is fully booted, then turn the power strip on.

2) Call SBC and ask for a ethernet modem replacement(Speedstream 5260/5262 or Westell Wirespeed) within 30 days of your due date or completion date.
