i was sent a email with the option to upgrade, was from time warner tracks or something. it gave me a 212 number to call up. When i did, i was told they no longer offer it. I said how come i got this email. I was placed on hold, and was transfered to level 3 - level3 approved my modem, and i could get turbo speeds. I was xffered from level3 to a TWCNYC customer care rep, she put in the code and told me my modem would reboot. And wala i got turbo.
i deleted the email or i would post it here.

I was told by a time warner rep in queens center mall that time rr extreme was taken off because they couldn't handle the rr extreme speed.

Ugh...in Flushing as well and it's crawling...was getting 5-6Mbps down on speedtest and speakeasy...no problems hitting ~500Kbps up.
I remember I used to get close to 10Mbps all the time without fail, although looking on my laptop and seeing how many wifi networks now show up I'm guessing a lot more people decided to go with RR.
Apparently they offered a package deal for my building, so a ton of people probably signed up since being part of the group lowers prices quite a bit (you basically have to get triple play but it's at a decent discount). Not happy since I'm used to Buffalo, NY 15/2 turbo speeds (I'm visiting my parents for a few weeks).
Time warner is probably making a ton of extra money selling people the same amount of bandwidth per building, at an individual discount to get more subscribers, but it's making my internet crawl-argh!
My best run so far (got lucky on this one):
My parents don't really care about the speeds since they mostly just browse and check e-mail, but it's definitely quite noticeable if you're downloading anything significant. Which, unfortunately, I have to because I just killed an entire hard drive and am trying to grab data off the internet to make up for what I lost. *sigh*

Oh my goodness...down to ~2Mbps during peak after-work hours when everyone is storming the internet in my building.
This is a far, far, far cry from when I used to pull in 10Mbps here =(

I think the best part is that Road Runer's own stupid speed test is showing that I'm getting 3Mbps...so it's slow even to their own servers because this node is probably ridiculously overloaded since they signed a bulk agreement with our coop. What good is $29.95 internet if it's literally 1/4th as fast as it used to be?!!?!?

I've already had my issue escalated to Level 3 tech. I've been waiting for several months now for their "field engineers" to fix the problem but still, after work hours I get a whole 300kps download. 300!!! That's it!!!!
I really really really want to switch to Verizon FIOS, but they currently are not available where I live (Tribeca). I do a lot of online gaming, and it pretty much renders the game unplayable.

I have been experiencing the exact same problems with slow speeds, the only way they will actually start to move something is we file a complaint. Even if the issue may not get resolved in the very near future, at the very least you will not have to call and bug them every day, they will call you with status reports instead. The place to file a complaint is NYC DoITT (Department of Information Technology & Telecommunications)

Thanks for the link! I've had problems with speeds/modems etc.. but after talking with a level 3 support rep, the change in service is 102423423 million times better.
Those slow speeds i were getting, was due to my modem not having the correct provisioned file. The system had me on turbo, but the bin file i was getting was for standard. Also, he noticed i should swap out my modem to a newer docsis 2.0 one, and since i got this Arris 502 - I've been getting insane speeds.
There are 2 users who frequent these forums, who are very helpful. Sometimes asking them, nets you great results as well.
Also to add, i was told this last night. There is a lot of work going on in the entire NYC area. Nodes being split, plants being upgraded. Queens for example is getting huge work, due to FIOS. Manhattan will see alot of work as well in the coming year. Get your credit if you choose so for having service problems, but just understand things are being looked into.

I got slow speeds too the past 2 days, but this morning I got 10Mbps download for the first time in Fresh Meadows!!! I think we must be the one of the last neighborhoods in NYC to get the 10Mbps upgrade.
Btw, I can't find "network status" at »help.rr.com anymore. Was it removed?

Are all of you that are "seeing improvements" checking at the same times, or just whenever? I live in the PA area, and my issues is always, like clockwork between 7:30PM - 11:30 PM and I can pretty much guess what my latency is by the time, because it never changes except to get worse.
Tonight I finally got to speak to a level 3 tech after being bounced around to 18 random receptionists and when he checked my line during the correct time frame, he was shocked at what he saw. I should have been getting 15,000 kbps and was only showing 436 kbps.
I really have no idea what is going on, but there has been a huge explosion of problems in the north eastern area over the last month and it always begins and ends with prime time.

has anyone been getting crap speeds again in manhattan? started going nuts on me for the past week or two now. speeds drop at pretty random times of the day. sometimes during peak hrs, sometimes late afternoon, sometimes in the middle of the night. once in a while it'll drop during the day. are they doing maintenance, splitting nodes or whatever? i'm in 10002 lower east side.

The laptop that is connected wirelessly to my Belkin Wireless G router is getting 15277kb/s and 420kb/s upload
I'm in Whitestone, Queens. I don't have Turbo, just regular. I recently got rid of wireless roadrunner (with that SMC wireless router) after 4 years and now have the regular RCA modem.
I think the speeds are so good because its early in the morning. I was getting 15000 kb/s download on my RCA modem and a little over 10000 kb/s on the laptop connected wirelessly via Belkin Wireless G, Part number F5D7230-4 version .8000
I find Belkin Wireless G is much superior to Linksys (much stronger signal) and is much cheaper, only $39.99. Bought at Staples on Northern Blvd in Flushing.

Yes but you are only getting that speed for the first few seconds of the download. It really is not helpful for emule or bitorrent which is what I need.

My speed has dipped down to below 900kbps tonight. Tried to do a 'tracert' but have been only getting a "Transmit error: code 65". Don't know what's happening in the Jamaica area tonight. Anyone else with this experience? Perform a 'tracert www.(ANYSITE).com' in a cmd, see what happens.

We had multiple trucks during evening last night - My IP changed to a new block of 64.xx - speed is below, ping is getting better. But i've noticed very smooth multiple downloading now.

I'm getting furious at the frequent latency spikes in Elmhurst, Queens. Why the hell am I experiencing 700+ ms pings to sites like yahoo.com and dslreports.com every other night? Why am I getting so many dropped packets that surfing is excruciating every other night?
I'd love to take my money elsewhere at this point.

Liet - my connection is as bad as yours tonight. Call TWC to complain and they'll put you through the same useless steps - restart your cable modem and then say you need to schedule an appointment so someone can troubleshoot the problem in your home. When you get frustrated, fill out the DoITT complaint form and then wait until the problem goes away in a week or a month.

the heck. did time warner start capping speeds or something? every night its slow now. every night. not laggy slow but just slow slow with high ping. nothing times out or anything but it just seems like the speed is capped with a low cap. download speeds are horrific.

Hiya residue. Nice to know I'm not alone.
I called them up and spoke to Miss Congeniality, whose job was to show compassion and repeat my complaint before putting me on hold for 30 minutes (no joke). That was perfect, because that's about how long it took to finally reach Verizon's site and check on whether Fios is available in my area. It's not (arrrgh!), and I'm not touching DSL.
Another fruitless conversation and I'm kicked up to Tier 3. However, he did not tell me to schedule an appointment... he told me to copy-n-paste some tracerts and email tech support, who may or may not fix the problem.
Wonderful.
The good news is pings have gotten back to normal since 12:20am. The bad news is I've been an internet gamer since the web had 7 sites, and if my pings are 700ms from 8pm on every night I'm paying for a worthless service.
There's my vent for the night. Sleep well. :)

I live in Queens, NY and for the last 2 weeks from 8pm-1am my connection feels worse than 56k!!!!!
I also play online game (counter strike) and my ping will be 700ms in the servers that I need to play on and 20's in the servers that I don't like playing in. Bad routing probably!!!
I'm sick and tired of going through the process of calling customer service....been there and done that numerous times and this happens every 3-4months!
Please Verizon FIBER!!! come to my neighborhood!!!!!!!!

Same exact issues as you. I live in Jamaica, Queens. For past week or two, 8pm to around 1am, my latency is about 700ms. Ive been on the phone with tier 1 -3, the broadband group, customer service and it seems as if they all read off of the same list of questions to ask every time (are you behind a router, did you reboot your modem, have you unplugged your PC ...etc).
I sent them my traceroutes and pings, i told them exactly where the latency is coming from, the router name and IP, time of day, however anyone and everyone that I have spoken with doesnt seem to have the knowledge to understand the issue.
When the Tier 3 person I spoke with asked me "what do you mean by latency", and didnt understand the term, I knew I was at a dead end. All I wanted was someone to acknowledge where the issue was, and that sending a field service person to my house to swap a modem, or check RF levels was not going to help, especially considering the problem occurs in the evenings.
I even tried cancelling my service last night, but they told me that I needed to return a cable modem which I didnt have (I have been using my own cable modem for 8 years).
So in essence, the service I am paying for that doesnt work, cant be cancelled, because they think I have a modem I dont have.
Time Warner Cable service is horrible, and their tech support is even worse. Unfortunately FIOS is not available in my area yet.

I just moved into my new apt and got TWC. My parents have been subscribers since, literally, it came out on the upper west side. I noticed my download speeds were not great so I called up tech support. They suggested I upgrade to turbo. I upgrade to turbo and what once used to be 1.5 mbps turned into 60-70 kbps maxing out at about 600 kbps. I am experiencing these speeds at 12:30 PM. Unbelievable. I call tech support and they give me the run around about routers and connection cables. The funny thing is when Roadrunner first came out they had actual techs answering the calls now they just have some idiots who don't even know what TCP/IP is. They told me to bring my modem in (obviously not the problem) and then told me my account had not even been upgraded to Turbo. I called Cust. Serv they told me my account had been upgraded. So now I am waiting for a retarded rep from TWC to come to my house (between the hours of 9am and 7pm... are you kidding me????) who is going to try and replace my modem. It is obvious that Time Warner has some serious routing issues in the metro area that they need to address. This used to be a decent ISP but it has sunk as low as you can go. As with nearly everyone else on this board: WHERE'S THE FIOS. I almost wish that I had just used verizon DSL as bad as it is...

I always thought I had 10MB...I've been having ping/lagg issues every 8-12am for the last 2wks...
Decided to do a speed test today (3pm). I know it's not in the prime time..but I've never had speeds like this...WTH is going on!!!
Give me this kind of speed when I need it! lol

I am with TWC Road Runner in Orange County NY - getting 14M/500 on the standard tier and we dont even have FIOS in the area yet.
The shape of things to come.. Be sure TWC is working on their system and we will alll benefit - if we can handle the road-bumps..

Isn't that great, latency through their entire network. I know that TWC is regionalized and the help.rr.com server is probably in VA, but I should be getting very low latency when I stay within their footprint.

After a week of calling in and being given the run around by every tier they had, I finally spoke with someone who finally acknowledged something is going on that isnt a customer premise equipment problem. For the days prior, I was unable to get anyone to escalate this, or even acknowledge there was a problem. However this evening I spoke with a Tier 3 guy who actually had a brain cell, and acknowledged the issue and escalated to his supervisors and would be calling me back within 24 hours. I know this is a long way from being fixed, but it should not have taken a week to get to this point.
Every night from 8:30 to 12:30am ... same horrific pings. For those who do online gaming such as WoW, there is a dedicated thread just for NYC Slow speed issues that someone started, in hopes Blizzard might have better luck getting TWC to acknowledge something isnt right.
I am not familiar with TWC's infrastructure, but switching from RoadRunner to say Earthlink over the TWC cable plant, might allow the traffic to take a different path, and thus bypassing this mess.
I have filed a complaint with DoITT, and I suggest anyone with these issues file a complaint. Its not so much that they are having an issue, as their blatant disregard for acknolwedging and/or providing some form of escalation. I understand sometimes problems are difficult to fix working in the same industry, but simply transfering us from group to group asking the same idiotic questions (did you reboot your modem, are you behind a router, did you update your patches, are you running P2P software ...etc), and then resorting to having a truck roll to swap a modem.
I called them today to file a formal grievance with TWC management, and eventually got transferred to the same technical support staff who disregarded my issue.
Once an alternative to TWC is available, adios TWC.

Depending on where I am trying to hit, it might be:

It looks like it is part of some regional distribution or core router.
Its not the first hop (CMTS), or the second hop, so TWC tech's ... please STOP asking if I am connected to a linksys router. Please stop asking if I have the latest patches on my Windows XP box .... please open your eyes, look at the basic traceroutes (if you cant comprehend what a traceroute is .. google it), and escalate this to the network engineers/admins who can actually do something about it.
For those who have this problem, make sure you file a complaint with DoITT, and keep calling up TWC for a credit on the days this doesnt work (which is every day).
When the monthly credits are examined and they see hundreds if not thousands or people have called for credits in a given area, yet there has been no escalation ... thats when
progress is made (and people jobs are eliminated).

Slow speeds here too between 9 PM and 11 PM. I'm in Rockaway Beach, Queens. I run a test when i get home at 7, get 18k download, then at 9pm it drops to 2-3k. whic hwould not be too bad, if latency was ok. Can't really play World of Warcraft anymore, unbearable latency.
When i got to level 3 tech support at TW, the guy says he'll book a tech to come out, only to say that oh, can't book anyone because there is work being done in your area, when the work is complete you issue may be resolved, if not book then. Customer support refuses to aknoledge that there is work being done in the area.
From personal experience with Verizon dsl, i had similar issue with Verizon when they had 3 trucks parked a mile away from my house with a huge hole in the ground. The Verizon tech admitted at that time that they were doing work at night ,and switch people to back up routers. Time Warner may be doing the same thing, upgrading network to compete with FIOS, which is now available in NYC, and upgrading their network at night, while switching us on temp servers.
Go figure, they all the same!

That is what I am getting now. They came and replaced the modem. However, I still ping badly for some games and some sites my download is still horribly slow. I believe that TWC is just extraordinarily poorly router in the metro/ manhattan area.

the latency of the tracert appears to begin at [24.29.119.1] but if you ping it directly, all is good.
Ping the next hop down, [66.109.6.78] and all hell breaks loose during our problem times.
the 'handshake' between rtr.nyc.rr.com and .tbone.rr.com, hops 5 and 6, is what needs to be addressed.
Send your tracert and ticket numbers(if you called twc and received a ticket #)
to Ihelpdesk@nyc.rr.com
also call supervisors during the day, if you can get a hold of one. DOITT is another good tool we can use.

i'm fed up with time warner cable internet here in manhattan.
just trying to load the time warner cable webpage takes about 15 seconds, and i have a very high-end computer!
no matter what speed-test site i use, i get horrible results.
for exampe:
i'm paying like $50/mo money per month for this?!? give me a break. i'm switching to speakeasy dsl ASAP.

Believe it or not, I am considering DSL and that is a step down internet wise.
I have to give TWC credit on the way they pay off politicians.
I am guessing they have the DOITT paid off too. How this fails to be looked into just makes customers like myself shake my head.
