AT&T Help Center unknown program HC43aSInstaller exe

After downloading from dslinstallation.bellsouth.net and attempts to go to AT&T Help Center, I'm prompted to install Help Center again. Getting a popup message "HC43aSInstaller.exe /SPAWNWND=$20110/NOTIFYWND=$301D8/VerySilent/cd install". From unknown source. Publisher not known. AT&T Active X Control Error. IE7 blocks program and will not allow.
AT&T FastAccess Tech Support does not know of such error.
Advised me to uninstall and use old 6.0 CD; current version is 7.0. Not sure what to uninstall. From Control Panel programs: AT&T Internet Security Wizard 1.5.11, AT&T Toolbar, ATT-HSI. Tech Support did not know about ATT-HSI.
Advise me to call Dell. Also advise to install 6.0 from CD.
How to deal with the HC43aSInstaller.exe popup that will not allow and is unindentified?
Proceeded with install; appeared to be successful. HC43aSInstaller part of ATT DSL help install.
Setup error: Setup error X Unable to execute file: C:\Program Files\FastAccessDSL\HelpCenter43\agent\bin\bcont.exe
CreateProcessfailed; code 740. The request operations requires elevation.
Dread to call Tech Support. Each call seems to take an hour. Level 1 help tries but the process is so long and frustrating.
