What the heck is going on in SoCal? - Part 2

Many months later, still the same issues in SoCal. Download speeds still erratic, often 1/2 to 1/3 of what it should be in the evenings and weekends.

To add insult to injury, TWC raised their prices in SoCal... and in this economy where everyone is hurting. Unbelievable. A $2.00 increase per month for internet and a 21% increase from $14 to $17 for Broadcast basic. And did you notice the Fees went up over 50%? What is going on?

My basic broadcast price hasn't increased to $17 (yet?). However, the various "fees" were increased by almost $1 last month on my bill. :( And yes, the speeds are terrible / inconsistent, the quality of the basic broadcast TV is terrible as well.

Like you, I was surprised to see broadcast basic go up to $17.00. It wasn't that long ago that they increased it from $12.00 to $14.00. I suspect they are using the switch to digital as an excuse.

I checked Verizon, and they offer broadcast basic for $12.95 per month. But, I would have been required to get set-top boxes for my old analog tv's, and they would have cost $12.00 per month.

Also, last week I was able to get Roadrunner Standard renewed for a year at $30.00 per month, and service has improved. So, overall, I'm moderately happy with Time Warner. I hope you get things resolved.

My internet service has been down for most of the past 4 hours. I'm in the Beverly Hills 90212 area code. The last time this happened the engineer said it was a bad amplifier outside. I can't believe anyone would buy phone service from these guys as their service is so unreliable. Six months ago I had a nightly outage for 4 days.

yes i'm close by to you in 90232 ... for about the past 5 hours or so i've had seriously degraded speed... its running about 10x slower than it should...

i'm not even bothering to call the customer service line... its a waste of time and i'm sure as people come home from work and find it running so slow they will call...

I'm pinging various sites and timing out every 30 seconds or so. Problems started around 1:30pm. Called customer service and they admitted to having technical difficulties. Got credited $13 to my account. They told me it'll be over in about an hour or so.

yea the other Node THAT used to work GREAT is now crap too

i am only seeing 3 to 4 mbps out of 15/2(about 1100 on the upload)

Had similar issues yesterday but then I did a direct connect to my modem and took out my router.
Seems that my speeds were working then...
Very odd.
Don't know if you guys are running into the same problems.

Experiencing 700kbps speeds when I should be getting 10MB for the past two days. Have frustratingly called Time Warner numerous times. First I was told that a cable was being repaired in the area and I should feel fortunate that I even had service. Today I called and was told there was no record of any repairs being made last night and the techs alternated between saying they have no idea to faulting my computer to even claiming that they knew service was slow, and no they have no idea when it would be repaired.

I'm in the 90036 zip code.

UPDATE: After 15 minutes on hold at 9:30pm, I was told that a node is down, they are trying to get things back to normal (so I guess substandard), and they HAVE NO IDEA when it will be fixed.

Same thing happening here in Arcadia, 91007.
800k download for a 6M cable is very usual at peak time nightly. Speed becomes normal after mid-night. Called TWC every other day, nothing helpful.
Where is Fios or U-verse ? I even can not install Elite DSL. Damn it.

Same here in El Monte 91732... lastnight was horrible. But I don't have any other options to switch. Even ATT only offers basic 786k, I think they're pack with subscribers too (would like to get their 6.0 Mbps service). Anybody know of another company in the area? Thanks

is anyone still having DNS-related problems? about 40% of the time websites time-out and it takes several minutes before the site loads. it's getting to be annoying.

speeds through torrents and websites are blazing fast though.

i'm in Arcadia 91006.

I was previously having the same problem with sites taking a long time to load. It seems like it finally cleared up Thursday evening. This was going on all week, I'm not using the RR DNS servers. I'm in 90066.

Ok, now I know I should not complain about the upload, but seriously I cannot achieve anything higher than 1746. My modem config upload is capped at 2048. When I had 10/1, the highest upload was 978, but that is much closer to the cap than 1746 is. I have also tweaked (DR TCP) my connection the day after the speed upgraded to 15/2. Is this high downstream level causing the upload to be off by 254 kb/s???

Lately, I am getting this message from the cable modem troubleshooting page

As far as connection to pop-server/smtp-server - it was actually Vista having a fit. My XP laptop and work gigE connection had no issues.

During business hours, I can download fast like 698.81KB/s for »definitions.symantec.com/defs/20···-i32.exe.

During peak hours lately like at 9 PM PST, only up to 100 KB/sec. :(

What's going on? :(

Is RR throttling bandwidths now? I am in 91745.

Not immediately... I tested everything else first ;)

smtp to other email worked
http to pop-server/smtp-server worked

Traceroute worked
Only site that appeared to be affected were those 2.
Until I had access to another source to test (laptop over same connection) I could only assume that it was an issue at RR's pop/smtp server.

No they aren't. I would just get a tech to your house and have them measure up your signal strenght. If you are getting that bad of speeds during business hours, something is wrong.

Could be just overloaded nodes, but if your house is receiving a lousy signal to begin with they should fix it.

I doin't think it is my signal strength or my connection since I have had very little problems. It's probably overloaded nodes due to peak hours.

antdude, your signal levels look good on that screen shot.

As far as whether TWC is traffic shaping, yes they do. People who say otherwise know nada. Maybe read this:

In the end though, it does not matter if it is traffic shaping or just an overloaded node in the evenings or weekends. The results are reduced download. It sucks. RR SoCal network is a mismanaged mess.

Do not use speed tests results from speedtest.net using fastsoft.com LA server. It will nearly always show good download speeds even with a slow connection. Funny how fastsoft gets away with this deception. Use speakeasy or a different speed test site or a known fast ftp server to test when you think your connection is slow and want to test it.

Well, it seems tonight is a lot better than the last few days. I just redownloaded »definitions.symantec.com/defs/20···-i32.exe and got: 43,217,320 518K/s in 90s. That's a good sign.

I'm also in West LA. I'm on RR Standard Speed. Internet totally went out on Feb 13 and since then it's been sporadic during the whole weekend. I only got internet an hour ago so I making the best use of it before it goes away again.

I'm glad I'm not the only one having issues. I was told when I got RR installed that i had a weak cable signal into my apartment so I always thought it was that. Basically, my internet for the past year has been pretty intermittent and not reliable at all. I wish I had more options. I think I'm going to move to Verizon DSL. I'll take the speed cut if it's more reliable. These outages are ridiculous.

LOL... just as I was posting this, my internet went out! Amazing!

I'm in Downey with the 1.5/384 package, and I've been getting dialup-like speeds here for the past week or so.

This is what one of my typical traceroutes looks like:

My upload is staying constant at about 350kbps, but download speeds have been as low as 70kbps. In the early mornings everything works relatively fine, but after about 10AM, everything slows to a crawl. I can stand the low download speed, but the latency has caused pages to timeout quite often.

You should have switched to FIOS long ago...I would have if I had it...

I've been battling the slow downloads for a couple months now, have had the same zombie techs out two or three times and they check the signal, say its fine, and take off. I'm so sick of paying for something that isn't right, and my only other option is AT&T DSL, no Uverse here yet...

High pings while playing any game online (tried multiple servers), downloading from usenet servers seems to be fine. Pages load really slowly and I get high pings when testing speeds at speedtest.net and the tests here.

Followup; download speed back to Turbo, but not download. Today I called tech who checked and reset modem, but upload slowness still persisted. (Last week upload was 1800) So told him to please pass on concern. Tech was courteous and didn't have me repeat excruciating diagnostics (which I already performed).



Curious if anyone else in West L.A./SM still experiencing slow uploads for Turbo. Thanks.

I am getting strange amount of packet loss and it does not matter what time of the day. My modem (Cable modem with EMTA) lights would blank out on the send and I would lose Internet connection intermittently. I also have audio and video shutters on my digital cable. This issue has been increasing and I have made no changes to my router or computers. Also, is there some other utility I can line test my connection other than tracert?

My modem has been losing sync big time for the past few days. Doesn't matter what time of day, I just noticed it happen about 3 or 4 times within a 5 minute span as I was downloading about 250mb worth of data from a site that I run. This is getting annoying. Will have to call Time F**ker (again) later, after my phone charges (and I rest some).

normal and intentional. That's the way the routers are configured. It is not packet "loss", and it is not affecting the performance of any of your applications.

I dunno about that. They've already done a ton of work upgrading to 1ghz in the LA area. DOCSIS 3 is a logical use for that new (and still unused) spectrum.

By any chance, is anyone network savvy enough to understand what this means? Any other tracerts I run have the same problem: the 3rd hop or so results in a huge ping increase.

According to the tracert I start getting high pings at around the 3rd hop.. anyone have any suggestions to what I could do or what the problem is? I live in 90024, and this only happens during evenings.

That is a RR DNS server under attack. Change your DNS servers to something different.

Good grief, no!

It has nothing to do with a DNS server, and so far as I know, the DDOS attack has been stopped.

The problem is an over loaded circuit or router, and only RR/TWC can fix it.

According to their offshore call center, they are doing 'maintenance'. One support guy about 10 hrs ago mentioned that one of their servers had been hacked/attacked and that's why.

Now (11am PST) they are saying the maintenance is still going, with no ETA of completion.

My speeds have been bad for almost a week now, but their offshore parrots are saying it's all due to the maintenance! I say no way jose!

On a 16/2 I'm getting like 5/0.3

Hate to double post, but....

@bcc335 - I have never used RR DNS servers, and never will.

I have tried other DNS servers and that is NOT the problem, not for me and not for several other RR customers in the OC area that I deal with. I am glad it worked for you though!

I want to report here 2 things...........

#1.) Switching to opendns definitely helped!! (Before things were just a little too ridiculous)

#2.) It has not completely solved the problem!! :mad:

Things are still hanging horribly. I don't have to refresh a whole page so much anymore, but every once in a while I still do and sometimes things will still just "hang" and it's doing it enough to let me know it's not normal!!

That's a nice illustration of a clogged route on Time Warner's end. There's nothing you can do but report it to TW and hope they fix it. Notice how you're getting relatively low pings to your first WAN hop (76.167.240.1). That means your end is probably fine. The problem starts between routers on TW's network - it's not even at a hop where it might be the fault of one of their peers.

Another night, another speed test. What's my downstream? Roughly 1500Kb/sec! Yeah, that's roughly 1/10th what my daytime speed is.

Upstream is pretty consistent (>1200Kb/sec), but the downstream is eating poop.

Regular (Java) speedtest won't let me use it, so I used the Flash one.



Download is a bit low, but upload is normal. Not as bad as what you guys have though.

Had a hell of a time downloading my SQL backup just now though (and ironically, my host uses Roadrunner for their ISP too!)

I'm having issues with TW Cable tonight. Lot's of packet loss (15%). I called them and got to tier 3 and they basically denied it. Said their ping tests to me were problem free. I swapped ethernet cables, ditched my router, swapped modems, changed computers and still no luck. Consistent 15% packet loss across the board.

Anyone ever heard of a situation like this where the end user is getting packet loss but the techs on the other side cannot see it?

Here is my speed test. This is broadband from Los Angeles 90066.

I just noticed a big jump in speed.
I have allways tested at around 10 MB down and 768 up

and now am running at 15 mb down and 2mb up.
somewhat better than ever. Maybe they have been working on things..
It still seems a little choppy at the moment.
It will get better.

I've been getting SUPER spotty service in Fullerton (SoCal) lately. I used to get tests that clocked me around 15Mbps down and 1.6Mbps up on the RR Turbo plan, but now I generally clock around 9Mbps down and 900Kbps up.

When service gets spotty, which seems to be happening on a daily basis now, I clock around 1Mbps down and 100Kbps up, which is just terrible. I'm not sure what changed, but up until this past month or so the service has generally been great. With what's been happening recently, though, I wish I could go to another ISP.

My service in Fullerton has been getting less and less reliable over the last few months with this last month being the worst for speed but at least I haven't been having the outages that started happening a few months ago. I don't what's going on either.

TW ran a new drop from the pole less than a year ago when I had my service undergrounded. There's only 1 other house connected to the TW distibution box on the pole. The coax inside my house is a high grade RG6 that runs directly to my cable modem with no splits since I don't subscribe to cable tv. And there's only 1 computer connected inside my house and that has dual-ported gigabit ethernet. I shouldn't be having problems....

Nashdiesel, I'm also in 90066 and getting packet loss.
It comes and goes but I guess the best we can do is keep calling tech support everytime it happens.

Something weird going on w/ upload tonight....and I usually NEVER have problems w/ upload.

Download, latency, timeouts but as for upload, this is a first. I thought it was just speedtest.net, but I rebooted everything, & tried the speedtest here & results are the same. Upload is crippled as of 9:30pm PST here!!!

Since you have configured your computer or router to not respond to ICMP packets, your test history shows no information about packet loss.

All the "packet loss" shown in your line quality tests is a result of how the routers are intentionally configured.

Been trying to upload a (ONE) picture to either photobucket or imageshack all night. Was failing over & over again & couldn't figure out why. Rebooted everything, same result.

Tried speedtest.net.........no workee on upload AT ALL.

I have seen a consistent problem with upload (similar numbers to yours) with Linkline's server in Los Angeles. Other test servers are fine for upload. I have no idea why this is the case. I have not uploaded photos to any sites, so I can't say whether I would have a problem with that. However, I have not found any problem sending attachments to e-mail. That's a different service, of course.

Note the dramatic difference in upload rates between the two. The tests were performed within minutes of each other.

There seems to be some problem with download from Linkline today, but that's not really the point.

It's not all that important to get good results from speed tests, but if you can't upload pictures when you want to that would be serious enough to complain about.

Part of the answer is to not believe the speed tests.

The Megapath test uses TCP/IP packets. The upstream acknowledgments require two percent of the downstran bandwidth. For a download speed of 4753 the uupstream had to have a bandwidth of 95k but the test reports 24.

But you have the test results switched in your mind. The Megapath test is the one with the good upload results. The Linkline test is the one with the bad upload results. Anyway, I don't believe test results, either. It's only odd that one particular server is consistently bad for upload compared to ALL others. That suggests something particular about that server.

The original problem for Sandwidth was uploading pictures. That's a lot more important that speed tests. Figuring out why that isn't working would be useful, but I certainly have no idea though it seems similar to the problem of uploading to the Linkline test server.

Here's directly into the modem via ethernet from my fastest PC.........(note: it took about 2 to 3 minutes for the upload to start).......



P.S. The first time I tried it, it actually showed 19Mbps, but I couldn't get the upload to start.......EVER!!

OK, just spent the last (checking clock) 54 minutes on the phone w/ Tier 3. (sigh) :huh:

Here's the scoop on my UPLOAD PROBLEM......

1.) Photobucket upload sucks for me
2.) Imageshack upload sucks & eventually stalls for me
(These were the indicator to me that something was wrong)

3.) Speedtest.net sucks for me (upload test literally stalls)
4.) Linkline (here at DSLR) sucks for me
5.) testmy.net upload sucks for me.

BUT ----------

6.) Speakeasy upload tests good.
7.) Performance.toast.net tests good. (upload-only test)
8.) Costco.com photo uploaded test photo fine.

The dude at RR/TW was literally baffled. I'm baffled!

Yes, we rebooted everything, eliminated router, eliminated laptop, desktop, etc. etc. Modem signals perfect. Tracerts great to everywhere. Pings great. RR's DNS, OpenDNS literally everything possible!!!!

T3 guy said he couldn't even submit to NOC cuz they'd just throw it back. WTF???

Have you contacted Photobucket? Maybe other people are having the same problem? I looked for problems with Photobucket and found a FAQ at their site, but it shows the same kind of things that you checked. Firewall is mentioned as a possible issue, so if you changed something or upgraded your firewall (if you're using one), maybe that could interfere.

I should check this myself.

OK, I checked and disabling the firewall (Comodo) makes no difference with regard to uploading to Linkline test server via dslreports. Same issue. Megapath works fine for upload, so I can safely re-enable the firewall. That doesn't solve anyone's picture uploading, however.

There is something wrong with the test site. You cannot have 8293 down at the same time as you have 14 up.

For 14 up, the maximum down is 700. For 8293 down, the minimum up is 165.

It would be instructive to use a packet sniffer and watch what is gong on during those tests.

I'm having the Same problem in Socal. Im having page load errors etc. I checked my IP Address and it says the location I live in is Springfield Missouri. I also get same from speedtest.net and it gives me less then 1mb speed. Ive tried leaving Modem of for 8 hrs etc but still same IP.

I would take my old 8/512 or 10/1 any day compared to this steaming sack of powerboost crap they have laid on us. TWC network management if you can call it that is a big joke for many of us in SoCal. Sure it is just wonderful at off hours, but as soon as the evening comes around there goes the download and upload. This is just pathetic. What a bunch of morons who run the SoCal network. They should all be fired.

I spoke with a Tier 3 Tech last night and he told me that they were having problems with the Santa Monica server (which affects the whole west side of LA) and were working on it....He also told me that all problems and higher speeds that should be constant will probably happen by mid-year, still due to the Adelphia switch-over in Socal. This guy knew his stuff and I believe was being totally honest with me.

He also told me that some areas were boosted to 15/2 just to check the load and then were dropped back down to 10/1. That is why people are having 15/2 and then going back down to 10/1. Again, he said by mid-year, things should be stable....Not too sure if at 15/2 or 10/1 though. We shall see.....By the way, don't rely on a speed test to determine if you have 15/2 or 10/1.....It could just look like 15/2 due to their Powerboost.

As a Time Warner Cable employee of almost 10 years, I have to report these claims are true. I have watched, (Not Silently) while the quality of our service has gone downhill. It has gotten to the point where I can't mention at public functions where I work, for fear of being surrounded by people with complaints of how bad their service is.
Now the issue of the caps keeps coming up, as well as the TV service constantly dropping off.
We are hiring unqualified Techs, who cant fix the problems and are told to blame customer Routers or computers, when in fact, our service is down. Emails are sent out, telling us to be quiet about all the problems.
Our Management ONLY cares about making Their "Numbers", at all costs. We have even been told in meetings, "Who cares what the dumbshit's think or want, just make the numbers!"
It makes me sick and ashamed to work for this company, and I Personally apologize to all the customers that Time Warner has Wronged. I also have stopped being a customer, as it was unusable, and as an employee, I got the service for free.
I gladly Pay for Direct TV and DSL, as they work.
Again, I am so sorry for how wrong this company has gone...

I just came back from a 3 week vacation and noticed that here in Lancaster zip 93535, we're once again seeing 15/2 config with Powerboost. Maybe it'll stay this time? Now if only the upload can break 1.5Mbits, everything would be perfect.

From the day that Powerboost went into effect my downloads each evening are consistently about half of what they used to be. Never had this problem before. Powerboost is definitely causing serious throttling of download speeds in the evening. This is just plain BS.

Anyone else seeing this? Please no speed test results from speedtest.net as that LA test site is bogus.

James, I have the same issues with speeds taking a dump in the evening. And yeah, I get half of the so-called "Turbo" speed in Santa Monica which is supposed to be 10/1. This evening issue has been happening at least a couple of weeks. I agree- speedtest.net does not show sustained speeds.

Same crap here in West LA (90024). Starting from 8 or 9PM, my ping goes off the chart (consistently 300ms+) and the internet slows down to a crawl until 2 or 3AM. This started happening when they introduced Powerboost in my area and dropped the standard tier from 10/1 to 6/384kbs. During the day time it's fine with 30ms ping...but not so at night. This makes the internet useless for me because I can't play any online games. If only Fios would come to this area.

I am in Santa monica as well, and I have no service. The problem looks to be in their network, as I can ping the gateway with an 11ms trip time. When I do a traceroute out of the local ip network, it dies after a few hops. So your configuration is probably fine and the problem is on their end.

Had stalls, then lost service for about 10 mins this A.M. Tracerts stopped after a few hops. Then service returned with more than doubled speed;

Exact same issue here from your neighbor in 90025. I'm looking for excuses to dump my cable TV and Time Warner is making them very easy to come up with.

Same herwe it just went down in westminstwe california. Speed have been amazing slow latwly too. Tried downloafing ubuntu again because my original disc got scratched. Download speed was at a ver slow 220KB/s which is pretty slw it use to download at least 400KB/s when I first signed up for roadrunner. I'm so sad I left fios for this crap. I moved from a fios area to this roadrunner/att only area and it sucks I can't get u verse even though the online system said my home was ready for it when the tech came out to install they realized that my home is just outside of the good signal area so I was left with only roadrunner as choice for broadband. I'm on my phone using 3g which I can say iss more reliable than roadrunnwer lol

I just spoke with a level 3 representative named Jose with Time Warner Cable a few minutes ago. He was great, and was the first representative that I've spoken to that confirmed an ongoing regional issue in Southern California.

Jose said that there has been an ongoing issue affecting Southern California (including San Diego, Los Angeles, and Orange County as well as Hawaii which also uses the same network). Unfortunately he said that NetOps is still in the "researching phase" (he put me on hold to speak with them directly) and have absolutely no idea when the issue is going to be fixed. He said that they've found it to be extremely difficult to troubleshoot so far since the speed issues are intermittent at best. This goes along with the speed issues that I've been experiencing over the past few months.

My speeds (as well as others I know in the area and many of you here, too) have been laughably slow since shortly after the new year. On average, I'd say I get around 3-5Mbps down on my RoadRunner Turbo connection that's supposed to give me 10Mbps. I can sometimes get the full speed, but more often than not I don't.

Jose mentioned that the average usage of the network in my area is around 5% and it peaks at about 35% during our heavy usage times. He said that this is *well* within the norm and that I shouldn't see my connection speeds affected due to overcrowding or high usage unless the peaks were around 85%. He confirmed that, locally, everything is fine with my lines, my modem, my computer, etc... but that a major regional outage is to blame for the issues that everyone in SoCal has been seeing recently.

Unfortunately there's absolutely *NO ETA* on when this will be fixed, but at least I was finally able to get a representative that cared enough to actually look into and confirm the issue. Until tonight, I was always told that "everything looks fine on our end" when it clearly was not. He also credited back the charges for my internet this month, which was nice. $55/m for ~3Mbps is not a good deal.

I hope this helps some and gives everyone a little peek at what's really going on. It really sucks, but at least TWC does actually realize there is an issue and is at least looking into it. Here's hoping for a fix soon.

hey there back again. speeds are still slow. I just downloaded some updates from Microsoft's server. It downloaded at a measly 170KB/s. That is ridiculously slow for Microsoft's servers. When I was on Fios I had never gotten anything lower than 1MB/s on Microsoft's update servers. Oh, how I loathe Time Warner's road runner service. I just received some fliers from ATT today in the mail telling me about how "U-Verse" is now available in my area. You can be sure I am going to call them next week to confirm its available now and that I can get it. I don't mind paying $10 more than what I am now for better reliable service. Higher caps. Time Warner will come again with the caps; even though they backed off now. They will surely try this stunt again.

If I had FIOS in West Hollywood, I would switch to them today.....I don't have the latency problem in WEHO.....But have been having problems most days for the past year like you. The guy I spoke to wasn't Corporate though, so I was just going by my gut feeling that he was telling me what he knew.

Connection seems to be dropping, I can't figure out why.
I've tried power cycling and everything else but when I try to load a web page it doesn't load up and I have to hit refresh multiple times to get some of the pages to work. Tried speedtest, which starts off fine and then the speed drops down quickly and get this error "test returned an error while trying to download file".

Anyone else getting something like this, or is it on my end?

I wouldn't say your speeds are "just horrible." It's not a speed issue; it's more of a "path" issue. The problem is the Time Warner network here in LA. Their routers are poorly managed (some would say totally UNmanaged.) As I type this, one of their LA interconnects (to Level 3) is dropping ALL packets. It's as if a six year old is in charge over there.

Something is loading down your connection. Were you running an application such as file sharing at the time you did the test? If you were, close it down and rerun the check. If you weren't then it is likely that your machine is infected with malware.

While WHAT is going on?

Packet loss in the middle of a trace is not a problem, ESPECIALLY when hops on either side of that loss show NONE.

A normal trace from your PC would be better.

There's no signs of packet loss other than the normal case of routers just dropping ping packets over other priorities. If you show us the fast ping graphs, that would do much better.

On top of the packet loss show not being a real problem the latency times are suspect, especially the "worst" column. Best and average seem ok, but worst shows some high spikes BEFORE it even gets to RRs network. So you don't know if those highs further down are actual problems or just a side effect of whatever was causing the spikes earlier.

Can you show us a trace from your computer to the server you're having warping issues with?

I still have issues in games where my connect drops out for a few seconds. Its very annoying. I want to sign up for Verizon's FIOS when the opportunity presents itself.

If PowerBoost is skewing your results, find something big to download before you start your test. As soon as you kill PowerBoost, fire up a test and see how things turn out :). I also believe that the Java speed test on this site should be able to run a test long enough to kill it off as well, as well as with testmy.net's large speed tests.

Does anyone know the specific details about how and when Powerboost works? I'm trying to figure out how to configure my traffic shaper in PFsense to take advantage of Powerboost for web transfers, but I don't know if Powerboost is only activated when you have no concurrent activity on the line, or if it activates for all new connections on top of your existing ones.

over here in hemet, ca recently within the last 2 weeks. my speed has dropped. and no consistently..daily no matter what time of day my speeds are around 3mbps DOWN only. Used to get 8-9mbps down.

I'm in Atwater Village (L.A. 90039) and dslreports' and speakeasy's speed tests show me at 11-12mb download speeds. Did the "standard" package go from 6kbps to 11-12 for a reason? Not complaining. Just saying.

My internet dropped out a few times for a few minutes early last week (maybe between Monday & Wednesday), but my speeds have noticeably improved the past few days...basically since I had the drops.

I didn't even bother to do a speed test, but just did one and am noticigin a def bump, at least when the Speed Boost or whatever comes into play.......but I have done a couple downloads at 1.8MB-2MB/sec (14mbps-16mbps) (STABLE, which makes me wonder if they are working on uprading our area to DOCSIS 3.0 right now....know Comcast is doublnig the minimum speed of their users as they are upgrading their systems, but not sure if Road Runner is as bumping up the speed for us as well.

My zipcode is 90034.

Forgot to add that I am not getting the 14-16mbps constant speeds all the times. It's just been with at periods. So maybe it's just them doing testing or something.

And I still notice a fast drop in download speeds when connecting to servers outside of SoCal. Never was so bad when I had Comcast up in San Francisco.

TWC is also doing upgrades in my area between 12am - 6am on Tuesday morning (may 26), but the notice says it may only affect my TV during that time and I shouldn't see any internet interuption (though they still give instructions on how to reset the modem and all in case I do). Not sure if that has any upgrades to the Road Runner system involved, but mentioning it anytway.

My sustained rate is still in the 15/2 range (re: 2.0 MBps), but I just thought I'd point out these new powerboost figures.

What modem do you have? Those kinds of download speeds can only be achieved with a DOCSIS 3.0 modem with a PC and modem that supports Gigabit Ethernet.

Last year, TWC replaced my recently dead cable modem with the RCA DCM425. It's DOCSIS 2.0 but otherwise unremarkable.

Note that SpeedTest results don't really represent sustained transfer speeds, just the powerboost burst.

So the modem is nothing special AFAIK.

I think this was purely a spike due to tinkering by TWC behind the scenes in my area. I doubt it will last or portends anything except an upgraded powerboost perhaps?

Either way, while my network/router etc. is running gigabit ethernet, but none of that is reaching the 100base T connected cable modem haha.

That DOCSIS 2 modem would limit your speedbursts to 38 mbps at most.

Which would indicate that the cause of your extremely high bursts above 100 mbps certainly isn't your modem or anything TWC is doing, but is more than likely something with your PC or router, like reloading from a cache.

You were talking to someone grasping at straws trying to solve your problems.

TWC doesn't throttle and recommending the swapping of a modem to fix high transmit levels in hopes that fixes a speed issue is a last second hail mary. Transmit levels bad enough to slow you down would cause packetloss first, it's not something they need to really guess at unless they're inexperienced.

When my service started dying it turned out the modem did indeed need to be replaced. It was improperly RF shielded and was near my printers, etc. So it was VERY susceptible to any power sources near it. My replacement one does not have this problem. You might want to check for stupid electronic stuff like that.

Is TW service down in the San fernando valley area? I have no ready light on the cable modem or on the modem for digital phone service, is it just me or anyone else getting a similar problem?

I'm sure but it you don't believe me, come up with some proof they do. "feelings" just don't cut it.

"throttling" is commonly claimed against too many ISPs and rarely, IF EVER, proved for just about every problem under the sun. The root cause of the problem is often something else much less sinister and WAY more common like overloaded CMTS ports, bad signal, failing or misconfigured equipment, overloaded routes, and/or a sever lack of understanding about what is really happening.

Find one instance in the entire TWC/RR forum of what some one "felt" was throttling that wasn't proven to be caused by something else.

Hey guys,

I'm relocating to the Santa Monica area in about 3 weeks. This thread is epically long, and I'm just trying to get a feel for what roadrunner is like in this area. Specifically I'll be living near 4th & vermont.

In Seattle I currently have 6mbps/1mbps DSL through speakeasy and have been really happy with the service. It looks like I could get better speed for less money from roadrunner, but I'm wondering how reliable it is. Latency is a big concern for me too.

Can anyone in the santa monica area recommend road runner, or should I stay with DSL?

RR in Sunland/Tujunga has slowed to a snails pace tonite. Having a hard time understanding why I pay for Turbo and only get a third of the download most evenings. Waiting for the next rate increase to happen for this wonderful service.

No issues in Valencia, but as my year on 'All The Best' is about to expire (and rate will jump $30/month from $89.99 to $119.99), I'll be either cutting TV, or trying out Uverse $90/month plan.

Anything that's going outside SoCal (through Level3) is trash.
I went through 4 techs (reboot, :uhh:, call back pass off to tier 1 (supposedly), was hung up on, called back, was told there was an issue with a switch).

Appears to be an issue with a router on Level3. Not all traffic hits it, but those that do are hosed.

It really pisses me off that I call up and am told that are no ongoing issues or calls of complaints and then come here and see that there was obviously something going on in socal that was somewhat widespread. I was simply calling to see if there was a neighborhood or regional issue so I could start my own normal troubleshooting should the rep say that there was no issue. I did all my normal troubleshooting to no avail. So it's one of two things, or both: Incompetent people, or sh*tty ticketing systems at Time Warner. I've worked in IT for almost 10 years, and every ticketing system I've used has a feature to where if but a few calls are generated regarding the same issue, it throws up a flag and allows us to inform our customer that the issue had been reported by others and that we were investigating. all of this ducking and dodging that TW is starting to become infamous for is inexcusable. Really, this cant be that hard. I watch these forums all the time but never post, but it's just starting to get ridiculous, the level of service... (91303 zip here)

After two chat sessions where they said nothing was wrong on their end, a phone call to Manila got someone to admit there's an outage in SoCal.

An observation from doing traceroutes... seems to always be hop #5 that's the problem.

I been having bad speeds and packet loss for the past couple days too. So, I called Tier Three support and got the usual BS. He said everything looked good, but then I explain to him that I get packet loss and my speeds are down. He told me it's probably my netgear router and to bypass it and connect directly to my computer (Still the same speeds and packet loss). I don't have a netgear router, it's my Ethernet card on my linux box, that I use as a router. Anyway, Linux rarely changes, I mean I am still running fedora core 1 on this, stable as hell. Whenever you call support, it's always my network, not theirs, but mine has rarely changed in all these years. I mean, I guess he exhausted his troubleshooting resources and blames my little network for these crap speeds. It's always something with Roadrunner, If they just say, a router is having trouble, we're working on it. I hang up and be a happy camper :)

I hear ya loud and clear! If they would just tell us up front that there's a problem and they're working on it, I'd be happy.

I miss the days before TW took over Adelphia. If you called, there was an announcement up front about any outages or problem areas, and that if you were in one of the affected areas you didn't need to stay on the line because they were working on it.

None of this being on hold an eternity to get thru only to have a tech tell you everything's fine and the problem's on your end when it obviously isn't.

Where do they get these tech's from.
I my phone went down, and so did my Internet. After ~5 minutes, service was 'back'.

When I called in to find out what the issue was, TWC 'tech' asked me to unplug my router, as they didn't "see" any issue with the line.

When I asked if they checked the evenlogs, she stated that the modem didn't reboot in many hours. I asked again did she check the event logs, as there are errors in it. She asked me to again unplug my Netgear. I responded that she needs to check on the issue at hand - my 'phone' service does not go through the Netgear, and she still hasn't answered the issue on the event logs

time warner is a joke...seriously! my connections been crap since jan. 09 and it's still crap. i average 1-2 mbps download most nights, upload is usually fine. i've been in contact with tech support for the past months and all they keep telling me is the same BS! "everything looks fine on our end"....i spend easily over an hour on the phone with them every single time...getting sick of this bs...a few times they sent tech support out to check things out but they can never find the problem...those guys are hopeless!!! i'll probably be switchin isp's!!!!!!!!!!!!

Just got off the phone AGAIN with TW.
I refused to go thru with their horse puckey. Instead, I read them a bunch of the complaints from here, and said, "HOW IS IT MY MODEM IS DISRUPTING ALL OF SOCAL?"
I then told them they can troubleshoot THEIR servers, or quit capping our download speeds.
And yes, I do believe they are capping our speeds. We revolted against them capping our bandwidth, they revolted by capping our d/l speeds. Don't believe me? Then why was it our speeds were excellent while they were planning on capping our bandwidth, but, almost immediately after they backed down, our speeds drop again?
I hope someone has the time and the ability to do a class action suit, and a person who can not settle. Someone who can be the pit bull and hang on at all costs, until TW receives a judgment against them, stating what they are doing is illegal. (Settlements always include "We deny any wrong doing" clauses, which then allow them to keep doing what they did).

I believe they are pissed at us, because they couldnt get away with charging us for bandwidth. So, they are punishing us by capping our speeds.
Before the decision to retract the bandwidth issue was made, I was receiving download speeds of up to 27mbps (usually 20 tho) since, ive been under 7500 every day, and as low under 1mb, which renders my internet as useless.

In Tujunga, downloads are a bit slow (3-6mbps), but my upload has been bumped to 1mbps. Knowing them they're teasing us with it and will take it away next week.

My upload was also bumped to 1mbps. Nice for sending pictures, but I wish I knew what my download is supposed to be now. I keep telling myself that I should go get a newer modem just for the heck of it, but the upload speed is right up there where it should be, averaging 925 or better regardless of the test site.

I'm in the San Fernando Valley. I broadcast live streaming music. In the past week and a half, my broadcasting isn't working because the Nicecast broadcasting program is cutting in and out, and I can't seem to send enough consistent signal to stay connected to the shoutcast server. My whole LAN (of 4 Macs and a PC) has been experiencing very slow internet, both up and down, intermittently for that same amount of time.

As I check the broadband forums, I find many people complaining about
SoCal Roadrunner problems in the last week or so. So I call up 'tech
support' at TW (which I almost NEVER do - I can usually solve any
problem on my own or ith the help of a friend or 2) and this idiot has
me on the phone for an hour, at the end of which she says she cannot
transfer me to a higher support tier - because my download speed is
too fast!
(at the particular time it was tested) - so she says that
the higher-ups have decided that the problem is - wait for it! - that
MY MAC HAS A VIRUS!!!!111!!

How stupid can these people be?

She kept trying to send me to online virus checks, and I kept telling
her THEY WERE ALL FOR PCs!!! And it's not just my one computer, but
all the computers in the house, Mac & PC.

So I'm interested in what other peoples experiences are with SoCal RR.

Tonight in Tujunga, I still have 1mb up, but my downloads are terrible. I can't get speed tests much over 5mbps. I attempted to download iTunes from Apple. RR: 180KB/sec. Remote desktop to a machine on U-verse: Same download at 2MB/sec. There's clearly a clog in the pipes somewhere.
