[TW] Anyone Charged for Installation Fee?

I'm order Earthlink cable internet in Southern California for $29.95 for the first 6 months. I placed my order through the earthlink.net site and the total came out to be $41.95 for first month and "one-time fee". Nowhere there was mentioned about installation fee so I assumed installation fee is included in the $42. Then today the installation guy came asking for a check for $80 for COD (cash on delivery) for 1st month's bill and installation charge. Either Earthlink/TW is being sneaky about their installation charge or I'm being over charged. Anyone else has this experience?

had earthlink installed in ny 4 times by t/w, never had to pay an install fee

I think this is a TW thing in the LA area. Anyone else in this area had to pay installation fee?
