Well, I finally came out of my lazy spell and looked up information on XP's upload stuff... aaaannnd I think I have the solution W00000T!
Most everything you see on the net about tweaking connection settings is only in regards to DOWNLOAD, it's all about optimizing your default receive window, which doesn't help your upload. But there's a key you can set for default SEND window too. It's found at [HKEY_LOCAL_MACHINE \SYSTEM \CurrentControlSet \Services \Afd \Parameters] and the key name is "DefaultSendWindow", and the ideal value is computed the same way as for the default receive window, but with the value being a multiple of 4096 rather than 1460. A key of "DefaultRecieveWindow" may also be set in the same location to force a high receive window size for applications that do not request a high value for themselves using setsockopt. (I think applications not using setsockopt to set SO_SNDBUF is the culprit for the atrociously bad uploads where there is any latency at all. If setsockopt is not used to request a higher send buffer, the default is used, which is only 8192 bytes! O.o No f-ing wonder any latency at all made it impossible to get a decent upload.)

I never got around to calling Verizon about my speed issue but when I checked yesterday I was getting 21 down and 19 up, which is close enough to 20/20 for me.

BTW, as always, the tweaks I posted don't take effect till reboot.
