Question about test results - lost 1/2 speed

My connection speed recently went from 3mb (purchased rate) to 1mb. A test was ran and gave these numbers. I wondered if anyone can enlighten me on what these numbers mean and what exactly I should be suggesting AT&T do to fix the issue? When I talked to them the agent said I'd just have slower download time. :huh:
