Strange California import regulations

This is a weird one (well, to me anyway). I went looking for some (cycling) rain gear, and I came across the perfect product:

But what caught me off-guard was this clause:

* Item not available for sale to California due to government restrictions *

I searched elsewhere and found the same thing:

I did find other online retailers who offer the same product and don't have the "not for sale in California" clause, so I contacted their support/sales folks only to find out that the same regulation applied (but wasn't mentioned on their sites):

Does anyone know what particular law prohibits the sale/import of this product in California? I have to assume based on the consistency that it's an import and not an export law.

If no one knows, would mailing our local state reps (Paul Fong and/or Elaine Alquist) provide me with answers, or would I be contacting the wrong people?

Consider me a baffled Oregonian... ;-)

I am not sure of the specific legislation involved but that these products have PVC (Polyvinyl chloride) I'm pretty sure is what the restriciton is about.

It's probably about the VOC content (the PVC).

Its due to the amount of lead in it. Buy a Goretex and you wont have to worry about it.

Tell me about it. If you've got a tier 0 engine you are essentially being told to leave California next year if you want to keep using it.
Tier 1, 2, 3 are Ok of course.

Think the looney-left State Legislature could be worse??

Sure can be! Replace them with the Sebastopol City Council, and you'll get wi-fi gear on that list!
