Why would anyone need to close accounts and make new ones? What is the purpose? To hide from people you offended? To pretend you are someone new?

How would you enforce this?
How would you discern why people close an account? How would you discern why people open an account? How would you discern who the person really was?
Seriously, I'd like to know how you think this can be done?

I never said you could easily enforce it. ;)
You see, some of us have had the same account since joining BBr/DSLr and have never had consideration of a decent reason why to close one account and make another one (rinse, repeat). Sounds like others can't take responsibility for their words and actions and must hide behind new accounts in attempts to do so. Sad... :(
