I understand Cogeco's side in this and some what of the broadcasters as well , but as usual neither side truly stands for the consumer.
What is the consumer getting? What's the markup?
How do we value any of this?
I say eliminate the must carry rule, let the networks negotiate with the carries in an open market and lets get a true determination of value
And lets make sure consumers can remove these channels and pay for what they want.
If local TV matters than those that want it can pay for it

Don't forget about the LPIF fee that was just increased.... »www.crtc.gc.ca/eng/info_sht/tv13.htm
The government has said for the telcos not to pass this along to customers but some already have. I'm pretty sure the early summer price increase by Cogeco was actually a facade for the increase for this, but naturally they will deny that because otherwise we could call and tell them to remove this fee.

The CRTC suggested that the cablecos could absorb the fee, they didn't mandate it, and probably would have gotten a major legal challenge on their hands if they had. Rogers, Bell and others have explicitly passed this charge on to customers on their bills, so I strongly doubt anyone would have any grounds to call in and demand it to be removed.

I'm in agreement with the sentiment that if Cogeco/Bell/Rogers are going to be forced to carry the local television stations, then they shouldn't have to pay extra to carry them.
On the other hand, if there was a choice in the stations that got carried, it would force local stations to not live with the status quo. Don't get me wrong, stations like CBC air a lot of original content beyond the normal local news, but if you look at CTV/Global, besides carrying shows that are already carried by US networks like FOX, NBC, ABC, etc., all that really remains is the local news, which some people aren't keen on paying for.
Just my two cents.

So whats next the local tv channels going to send people around to find houses with antennas and charge them to?
edit:
also they get to tell there advertisers that there ad could be seen all across Canada that means they can charge more for there ads.
hrrmmm who's getting the free ride now?
