It's the new PowerBoost feature that's been rolled out in the last week or so. It will give you a little faster download for the first 10-30 seconds of transfer, then it drops back down to whatever your cap is (or whatever your node can handle.)

no, Charter has doubled it's speeds for free in some areas, the powerboost feature does not double your speed. It opens your pipeline when a high amount of data temporarily is downloaded but the speeds themselves have doubled.

I'm paying for 5Mbs down/.5Mbs up, and since the Speed Boost my speeds have been all over the place. Sometimes as high as 20/1 in the early morning and sometimes as low as 2.1/.3 at night.
I used to get consistent speed within 1% of 5/.5. Now they're all over the place - sometimes good, sometimes terrible. Tonight is not bad though...

I like the 4x the paid for speed, but I don't like the less than 1/2 paid for speeds. I think they need to smooth out their Speed Boost.
