Another MP response

Like many folks here, I sent a letter to my member of parliament regarding the ongoing issues faced by DSL wholesalers a few weeks ago. I didn't receive a response, and largely forgot the matter.

Until today, that is.

Here is my initial correspondence. The MP is question is Mr. Barry Devolin of the Kawartha-Halibutron-Brock riding.

Allow me to say before going any further that I couldn't agree more with your assessment. With that in mind, I would like to bring to your attention a most pressing and urgent matter involving the free availability of high speed Internet access in the Kawartha Lakes, Ontario and the rest of Canada.

As I'm sure you're aware, several years ago the CRTC ordered Bell Canada to submit tariffed wholesale rates for their Internet services. The intent of this instruction was to promote competition within the Broadband Internet market, and it has been largely successful. A wealth of independently owned and operated wholesale DSL providers have since begun offering service across the province and the rest of the country. This includes companies such as Teksavvy Incorporated, recently ranked one of Canada's 100 fastest growing business by Business Canada, among many others.

However, recent decisions made by the CRTC threaten to destroy this innovative and highly competitive market, restoring Bell's monopoly status by making it impossible for independent providers to remain competitive. The most urgent of these was a recent decision to grant interim approval on Usage-Based Billing tariffs submitted by Bell Canada. These tariffs will apply additional fees to wholesale customers who exceed 60 gigabytes per month of usage. Bell's tariffs offer no respite for any wholesale customers who might exceed that level of usage, and price wholesale service out of reach of many consumers. This effectively destroys the ability of wholesalers to compete with the incumbents, restoring the duopoly that existed prior to the wholesale tariffs being implemented.

As you correctly noted, affordable high speed internet access is key to Canada's economic future. Canada's position in the global broadband market is fast slipping, and we are now outranked by nearly every developed nation across the globe. Urgent action is needed to restore Canada's position as a leader in broadband services, and I beseech you and your peers within the House of Commons to ensure that such action is taken.

The mail piece referenced was of the typical sort you might receive periodically from your local MP. This one touted federal funds allocated to the riding to increase high speed availability, and contained a lot of rhetoric regarding the importance of internet in today's economy.

I have just gotten off the phone with a representative from Mr. Devolin's office. After clearing up a misunderstanding she'd had regarding my use of the word "free" (she thought I meant "free of cost" rather than "unrestricted,") we discussed the status of internet in Canada today and it's importance in our economic future. She asked me a few questions which I answered to the best of my availability and at the end of it has promised that Mr. Devolin will send a letter to the CRTC and that I will be CC'ed a copy.

I'm filing this under 'better late than never.' Although there is a new CRTC ruling on the issue, it's still an ongoing fight and if we can get some support from parliament, so much the better.

I'm also giving it it's own thread, because as far as I'm aware I'm the first to receive a phone call from an MP's office regarding this issue.

If you read, that was the email the OP sent, not the reply. The reply came in the form of a phone call and a chat, with a promise to share concerns with the CRTC. The letter this MP writes will be CC'ed to the OP, and hopefully we can all get a look at it.

So really, I could've just written to the CRTC to begin with and saved everyone some time. Oh well. I'm betting I'll get a pretty form letter out of it, at least.

To be fair, Barry's office is pretty switched on. I've had a variety of dealings with them on several unrelated issues.

If you don't hear anything from the CRTC I wouldn't be at all surprised Barry's mob chased them on your behalf.

Oh, don't get me wrong. I'd be thrilled if Mr. Devolin's 'mob' (as you so eloquently put it) was willing to help in this case of advocacy, but the fact that they've directed the CRTC to respond directly to me would seem to indicate that he's more or less washing his hands of this issue.

If I don't get anything I fully intend to follow up. I'll chase it as far as it goes, but I don't think anyone can blame me for being a bit of a cynic.

I'm guessing on this of course, but would expect the CRTC to copy Barry's office on their reply to you. That's why I suspect you might get some more help if the CRTC doesn't respond in a timely fashion.

I think you'll find that you letter forwarded to them by an MP carries more weight then writing to them directly. I'd be more surprised, at this point, if you *didn't* receive a personal response from the CRTC.
