My understanding is that TV can "steal" some of the Internet bandwidth, but Internet cannot steal any TV bandwidth.

No, this is not true with the 18/1.5 internet service. The use of TV streams can and will reduce your internet speed. When you think about it, it makes sense. If your profile is 25/2 and 18 meg were reserved for the internet, that would leave only 7 meg for TV and phone. 7 meg would would not be enough to support 2 HD and 2 SD streams along with phone. The bandwidth priority is in the following order: 1) Phone, 2) TV, 3)Internet.
