Is VOIP/Skype being throttled by Bell?

we have a small wireless network on a 7 meg profile and we noticed that Skype has issues with frequent cut outs.

I personally do some p2p but I noticed even with as little as 40k (off of throttling periods) of p2p VOIP cuts out a lot.

Do I have to stop all internet activity just to be able to call out with Skype without having issues?

What other factors might affect VOIP?

I wouldn't put it past them. Just use Bell phone service instead lol Thats why they are doing it!! to FORCE you to do something you don't want to do!!

Paste your line stats for the modem you have and include a tracert. Check for line issues first.

Also, people in the teksavvy forum are also complaining of skype problem. this is the 3rd one I notice in a very short time:

Also if you run any p2p-based apps (skype is p2p based but Bell said it's not throttled, but no one believes a word from bell) this would affect it as well since lines as a whole can be throttled increasing your ping times to the thousands, thus affecting everything and anything else.

Throtthling shouldn't affect VoIP but it does in some areas. It did when I was with them. But in the new CRTC decision, they aren't allowed to throttle VoIP or other "time sensitive applications". So call up and demand a resolution until it works. After a couple of calls you should know the script, just answer before the robot asks, then demand to escalate right now as your time is valuable.
