With static IP service, cisco provides you with the 851.

Am I able to clone the MAC address of the 851 and put my 861 in instead? Will it work?

No. The 851 is under configuration control of OOL, and is a specific model supported by their systems. You may be able to clone the MAC, but not the configuration inherent to the device.
