[ Grandfathered Plans] Congestion?

The past 4 days I've been experiencing sharp speed drops and high pings intermittently during the peak hours; right around 5pm-9pm. In online games I'm spiking up to 900ms and my downloads are dropping to 30KB/s. I've called tech support and they said my line stats look fine so it could be congestion. I didn't know our DSL connections could be subjected to congestion. Has anybody else been experiencing this? I live in the southern Ottawa region.

Re: [ Grandfathered Plans] Congestion?

For the speed drop it's cause by throttling from Bell(4pm to 2 am usually)

But I'm just playing online games, video chatting, or downloading from Megaupload.

Does Bell throttle THESE too now?

Bell Canada internet lied to you. Simple as that. How's it feel to be treated like dirt for the money you pay?

Their throttle causes this. Not congestion.

Re: [ Grandfathered Plans] Congestion?

Unfortunately Bell's CSR have very little credibility (or training) apparently the Level 2 people might be able to help out (they are not overseas) if you can get the CSR to transfer you (best of luck with that).

The throttle as previously mentioned operates like clockwork (odd way to manage traffic don't you think?). It is only support to slow down (mangle!!!) P2P traffic, however many have reported it buggering up other protocols as well.

Download speeds from file storage sites does tend to vary, today I have speeds ranging from 30 kbps to 360 kbps from the same storage site (actually it is faster now then it was earlier in the day).

Ping issues might not be on Bells network, try running tracert and see if the issue is on Bells end. (command prompt: tracert ((IP Address)) )

Depending on the modem of your modem you may be able to get the line stats yourself. Might shed some light on if it is a physical issue with the line or something else.

Re: [ Grandfathered Plans] Congestion?

Dude, I am getting the exact same problem.

I can't even play certain games on xbox live because of the slowdown, it happens during peak hours, particularly from 7pm-11pm. I never had this problem before, strange it happens right in October when I upgraded and signed a 1 year contract.

I ran several tracerts and there doesn't seem to be any problems. I lag like crazy online though. A few games use P2P connections to play, so I blame throttling.

Here's a test I took 9:25pm. No problems, yet I still lag.

Some forms of online game updates and voice chat will be caught in the throttle. Yes.

This is why I personally think that bell and rogers should only be allowed to advertise the throttled speed they sell.

agreed. i did talk to a level 2 tech guy and he's the one that told me it might be congestion. the problem persists but it doesn't seem quite as bad as before...i can manage to play video games now at least. ventrilo is a bit iffy still though.

Re: [ Grandfathered Plans] Congestion?

I'm on a business line and every 2 minutes my internet DROPS entirely.
Happens always after 4 pm, and it seems to last all evening. It's nearly 6:30pm on a Friday and I just had it drop while I was trying to load this forum.

For nearly $90/mo (with phone), this is ridiculous!

Is there an alarm system on the same line? There is a special arrangement for alarms and a special filter to be provided by the alarm company...

If you are capped to 30kB/s exactly, then it is the sign of you being throttling. Complain to Bell via the Bell Direct Forum as well as CRTC.

Re: [ Grandfathered Plans] Congestion?

I am having the same exact problem, it is not only P2P traffic being slowed down, but all traffic. Websites, PS3 games, and PC games are all running like a snail uphill when playing online. Have yet to nail down a specific time range, it seems to be sporadic at best. Here it is 3:30am and still crawling.

What i'm wondering is i've wanted to switch to Teksavvy for a while now and was hoping for a bit of input on whether bells throttling effects teksavvy as bad. Any thoughts?

I thought Congestion was a thing of the past? Wasn't that the whole reason for DPI being implemented hah.

It is true that some Ottawa clients are faced with congestion but if you want to post in the direct forum I will have a look at it to confirm.

What is the nature of the congestion?
When did it start?
What is the projected time to remedy?
What does Bell define as congestion?
What area of Ottawa?

Thanking you in advance for your reply Sylvain,

Re: [ Grandfathered Plans] Congestion?

This is not information that needs to be publicly available. If someone think that they are affected they can post in the direct forum and I will confirm or deny.

It is deemed a congestion when a specific ATM reaches a certain level of utilization. The percentage vary depending on what type of server is in question. So in other word, an OC3 would become congested at a lower percentage of utilization then an OC192 as most of you know.

ah.

What about the other 99.999% of the people who don't know the direct forum exists for you to tell them personally if they are affected by this material defect in service or not?

Where is the openness and honesty when a company can just play dumb when calling into 310-surf or other?

Where is the openness and honest in their online stats (pictured above)?

hmm... guess we should all just take Bell and its' employee's for it's word when even their webpage shows all is green and there are no problems (just a hidden problem that needs not be made public (per your own words).

ah.

Re: [ Grandfathered Plans] Congestion?

I'm not going to start an argument with you. There will never be an answer that will please everyone.

I'm not sure what concern this is to you anyway. From what I know, your not a Bell customer and if you are, why wouldn't you just give me your account info in the direct forum and I'll tell you if you have anything to worry about.

Although I can tell a specific client if he's affected by congestion or not I do have access to limited amount of information.

Bell does inform their clients of issues with the services as soon as it is deemed to be an issue with its infrastructure and affects a majority of the subscribers in that area it serves.

The op of this post asked a question and I answered to his question with the possibility of telling more about it in the direct forum. It is not relevant to give such information to people that are not affected by it.

Again, if it is an issue that affects you or anyone else seeing this post, you are more than welcome to post in the direct forum and I will give you as much information I can regarding the issue with your service and what I have as a resolution time frame.

Re: [ Grandfathered Plans] Congestion?

The point is Bell employees are clearly under a gag order with regard to the information they can give out, whether it directly impacts them or not. If it's anything like the gag orders that most companies put on their employees, it's their pay cheque that's on the line. So, other than establishing the fact that Bell's employees will not give you the info you crave, there is no point pursuing the Bell employees here any further. To do so is simply harrassment.

So, if you want to pursue the silence on details regarding congestion or other things that Bell will not answer, I suggest you contact their Ombudsman.
