[Modem] Downstream Rate 355 (Kbits/Sec)

Man I went thru this all last week, than Downstream Rate went back to 1600 now its back to constant disconnecting and dial up rates. My modem Versalink C90-327W30-06 loses sync sometimes more than it stays connected. It is not always like this but it was for all of last week which is abnormal, and now today it is back. If the problem was WLIJ (local radio station) than I would think it would be consistent and it is not. I can open 1 page at a time w hen I can connect.
