It's not AT&T's fault -- apparently there have problems with bonded VDSL2 modem chipsets, resulting in a hardware delay. In Australia, iiNet says they've hit speeds of 85Mbps/45Mbps (via Engadget HD), not through bonding but by installing "mini-exchanges" in multi-dwelling units (aka apartment complexes).
